A bomb explodes in the Charlottetown provincial legislature in Prince Edward Island in Canada in 1995, and another that was discovered in a downtown propane compound a year later. A group called Loki 7 claimed responsibility for both bombings through communiques that were sent to the police. The police investigate the case and look for clues within the first 72 hours, believing that the crucial clue is always there. The police bring in experts and generate a list of over 30 suspect groups, examining the communiques stylized swastikas and the name Loki.
