Ram NO CRANK after Starter Replacement? (It s NOT what you think!)

The starter went out on this 2007 Ram 2500 Hemi V8 at 207k miles. Owner replaced the starter, reconnected the battery, and now NO CRANK! IMMOBILIZER light is blinking and the truck is not happy.
