Never Seen a Belt do THIS Before...(Toyota)

The owner of this 2007 Corolla said that when she drives through a puddle, the power steering cuts out and the Check Engine light comes on! After restarting the car the problem goes away until the next puddle. WEIRD! Let s see if we can recreate the customer complaint and fix the problem. Some parts may be required.
